IHFA Down Payment & Closing Cost Assistance

15-year fixed-rate second mortgage up to 8% of the lesser of sales price or appraised value (within MI LTV/CLTV limits). Interest rate = first mortgage rate plus 2.00%. Toward down payment and/or closing costs. Finally Home!ยฎ homebuyer education required. Purchase transactions for the standard 15-year product. Minimum $500 of the borrower's own funds required. Open to first-time and repeat buyers. Household income up to $170,000 (exceptions on specialized First Loan Tax Exempt products). Manufactured homes allowed per agency guidelines.

Boise Homeownership Opportunity Program (HOP)

Up to $65,000

City of Boise Homeownership Opportunity Program (HOP, policy revised 2/2025): deferred mortgage assistance for down payment, closing costs, or reducing the first mortgage within Boise city limits. Funded primarily through HUD CDBG; PRICE funds may apply for eligible manufactured homes. Income 50โ€“80% AMI; all borrowers must occupy โ€” no non-occupant co-borrowers. Fee-simple purchases: up to $45,000. Community land trust, leasehold, or other deed-restricted homes: up to $65,000 with City resale restrictions. Minimum 0.5% borrower contribution; liquid assets over $35,000 must be applied to the purchase; post-closing reserves of 2ร— monthly housing payment expected. Max 39% front-end / 45% back-end DTI. Fee-simple repayment at sale or transfer: original assistance ร— (future sales price รท original purchase price), capped at net proceeds. IHFA first mortgages qualify. Purchase-only 15-year fixed second mortgage for nurses, teachers, and first responders (firefighters, police, paramedics, and EMTs). Up to 8% of the lesser of sales price or appraised value. Interest rate = first mortgage rate plus 2.00%. $500 borrower contribution waived. First mortgage DPA rate add-on waived. Finally Home!ยฎ education required. Household income up to $170,000.

IHFA First Loan + DPA Combo

Up to $56,000

IHFA first mortgage products (HFA Preferred, HFA Advantage, FHA/RD, VA, Conventional, and First Loan Tax Exempt on select purchases) paired with up to 8% DPCC second mortgage assistance. Household income up to $170,000 for standard programs. No first-time buyer requirement on FHA/RD, VA, and HFA Preferred/Advantage purchases. Manufactured homes allowed per agency guidelines on eligible products.

Treasure Valley Down Payment Assistance

Up to $65,000

Treasure Valley (Ada + Canyon counties) buyers can combine IHFA 15-year DPCC assistance (up to 8% of sales price or appraised value) with City of Boise HOP (up to $45,000 fee-simple or $65,000 deed-restricted in Boise city limits via NeighborWorks Boise or LEAP Housing).
